If Nb represents the number of students from country B and Nc the number from C, we're told that Nb=92,000 and that it is 23% higher than Nc.

So Nb is Nc plus 23% of Nc

23% of Nc is 0.23*Nc

So Nb = 92,000 = 1.23*Nc

or Nc = 92,000/1.23

Do the division and you get 74796.75

Since you can't have 3/4 of a person you have to round to the nearest integer.

There were 74,797 students from country C.

If the numbes are expressed in thousands of students you round to the nearest thousand. 92 thousand from country B and 75 thousand from country C.
