I'm assuming the proper equations would have -20x and -12x. As written above, you would combine the constants and have 35 and 3, which would make them inconsistent and choice B would be correct.
Otherwise, set the equations = to each other with the x terms, cancel the 2x2 terms, and get
-20x + 55 = -12x + 15.
8x = 40
x = 5
So choice C works.
