Multiply the powers..-(x+2)^(8/3); that is 1/3*8.

Set u = (x + 2)
3√-u8
3√-(u2)4
3√-(u2)3(u2)
u2 3√-u2
(x + 2)2 3√-(x + 2)2
Think of the cube root as taking the expression under the radical to the one-third power. Then multiply the exponents:
-(x+2) to the eight-thirds power, or -(x+2)^(8/3)
