My guess is that the expectation is for you to convert these polar coordinates into rectangular coordinates, add the corresponding x and y values and then reconvert to polar form.
The rectangular form for 17∠60º can be found as (17 cos 60º, 17 sin60º).
For 8∠220º, (8cos220º, 8sin220º).
After getting the decimal approximations for the above x and y coordinates and then adding you will get something like: (2.7316, 9.5801). Now how to convert those rectangular coordinates back to polar?
R = √(x12 + y12)
And θ = tan-1(y1 / x1)
