The vertex form in general is y = a(x-h)2+k, where (h,k) is the point of vertex[In this case the a 1]. From the information here we can see that the vertex is (-1,0) because it said "turning at the point negative one comma zero" the vertex is the point where the parabola changes direction. So, filling in everything we have
y = 1(x-(-1))2+(0) which in turn is y = (x+1)2.
