This is not a linear system for which the term inconsistent is usually used.
Substitution will give a quadratic equation in x.
If the discriminant of that quadratic is less than 0, there will be no real solutions...but that is not usually referred to as "inconsistent". In addition the discriminant will actually be a (messy) quadratic in B.
