with a, b, and c integers, if possible. Start by finding the slope.
m = (2 - 1)/[3 - (-2)] = 1/5
y = mx + b = x/5 + b
Using the first given point to find b.
1 = -2/5 + b
b = 7/5
y = x/5 + 7/5
5y = x + 7
x - 5y = -7
