Parallel lines are lines that have the same slope. Therefore, if you put the given equation into slope-intercept form, you can identify the slope.
x = -9y - 12
1) add 12 to both sides of the equation:
x + 12 = -9y
2) divide both sides by -9 and simplify
y = -1/9x - 4/3
Your slope is -1/9 and your y-intercept is -4/3. If the new line must past through (0,0), which is the origin, it will not have a y-intercept in the equation.
Your final answer would then be y = -1/9x, as it contains the same slope and has no y-intercept, so it passes through (0, 0).
