You set the following equation and solve it for m. The value of m you get is the value at which plan B will cost as much as plan A. (The converse is that below that m plan B costs less).
27+.11min=13+.15min
27+13=(.11+.15)min
40=.16Min
4000=16min=250. You are better of with plan A because plan be will end up costing you a whole lot more when you use up any more than 250 minutes. You didn't exactly it but that's what i think you are looking for.
