This question is poorly worded and can be interpreted in two ways;
If the questioner means that y = f(x)
then (2+y) is simply f(x)+2 = 4x^2 -2x +5 + 2 = 4x^2 -2x +7
If he meant, what is f(2+y) then the answer is
f(2+y) = 4(2+y)^2 – 2(2+y) + 5 = 4(2+y)^2 - 4 – 2y + 5 = 4(2+y)^2 -2y -1
= 16 + 16y + 4y^2 -2y - 2 = 4y^2 +14y +14
