If we assume that a cost per pair is $28, we get that a cost of 24 pairs is $28x24 = $672. This contradicts to the statement that it costs more than $800. Hence the $28 is not good estimate for the price.
The good estimate for the price with the tax would be $800/24 = $33.33.
