the given line 5x - y = -2
5x - y + 2= 0
5x + 2= y
the given line has slope m=5
the parallel line also has slope m=5 and it eats (1,1)
B = y-mx = 1 - 5(1) = 1 - 5 = -4
y = 5x - 4
