To turn f(x) into g(x) you would divide f(x) by 8 (that gives you 1/2x), then subtract 1. The graph then stretches vertically by a factor of 1/8 (a compression of 8, if you will) and then moves down by 1.
You could also think about the graph being horizontally stretched by a factor of 8 and moved down by 1. Either of these transformations results in the same g(x)
