I recommend setting problems like this up algebraically first because it is easier to visualize. Let's first define width and length in terms of W and L.
W = width
L = length
We have a set of equations. The first is the comparison listed in the first sentence and the second is the perimeter.
2*W + 77 = L
2*W + 2*L = 374
Now you can simply plug in 2*W + 77 for L in the second equation.
2*W + 2 (2*W + 77) = 374
2W + 4W + 154 = 374
6W = 220
W = 36.667
Now we can solve for L
2*36.667 + 77 = 150.333
L = 150.333
