These used to get me, too.
P = 2(l + w)
l = 2w - 2
38 = 2(2w - 2 + w)
38 = 2(3w - 2)
38 = 6w - 4
42 = 6w
w = 7 meters
l = 2(7) - 2
l = 14 - 2 meters
l = 12 m
