Looking at your 3 x 4 matrix, if you changed 100 to 10, (maybe that was a typo? and maybe that last 0 ws supposed to be a 1) then you'd have every number from 1 to 12, except 11, so the ? is 11.
You have 12 entries in the matrix, which would be all numbers 1 through 12, but you have two 2's. Otherwise you'd have every number 1 through 12.
(if you can't find a solution, just change the question slightly to fit a solution. sometimes the question was a real typo)
