The slope of the perpendicular line is the negative reciprocal. If m=1/3, the perpendicular slope is -3 We plug this and the point given into the following equation
(y-y1)=m(x-x1)
(y-(-3))=-3(x-5) Simplify and use the distributive property
y+3 = -3x+15 Subtract 3 from both sides
y+3-3 = -3x+15-3
y=-3x+12
