The order of operations is PEMDAS:

1. P = operations within parentheses
2. E = exponents
3. MD = multiplication and division, left to right
4. AS = addition and subtraction, left to right

Radicals are fractional exponents: e.g. √x = x^1/2. Therefore they occur with the E, exponents.
