Y = mx + b where m is slope and b is the y- intercept. You are looking for b, the y-intercept. "Slope is -7" means that m can be replaced with -7.
So y = -7x + b. If we knew what x and y are, we could find b, (-1,-5) means that if x=-1, then y=-5. Filling them in, you get -5= -7(-1)+b
-5 = 7 + b. So subtract 7 from both sides to find b, the desired y intercept
