In modern English usage, yes. We say twenty-four, while in German that is four-and-twenty.
However, older English usage did it the German way, as in the nursery rhyme
Sing a song of sixpence, a pocket full of rye
Four-and-twenty blackbirds baked in a pie.
Of course, in German, it is all jammed together into a single word with no hyphens: vierundzwanzig
