I'm going to assume that the ratio was meant to be written as 3:2, i.e. 3 to 2, and that Sue's share is the larger.
A ratio of 3:2 implies Sue pays 3 parts of the whole compared to her roommate paying 2 parts of the whole. The whole is $280. Three parts + 2 parts = 5 parts, therefore 1 part of the whole = $280 / 5 = $56. Thus Sue pays 3 x $56 or $168 of the total rent. Her roommate pays 2 x $56 or $112 of the rent.
