I think this sentence can be interpreted two different ways, and which way you choose hinges on how you treat the word "quantity." I'm used to that word suggesting an operation being performed, rather than a single number. That would mean "the quantity of a number minus 12" means (x - 12) is set aside for an operation to be performed on everything in parentheses.
The algebraic expression for that would be y = 2 (x - 12).
And I would only treat the result differently if "quantity" was not in the problem statement.
