La Nina or El Nino cycles do not ensure extreme weather events. They effect the tendency of the way weather will be in a lot of areas. A region may be a little drier and warmer during a La Nina. The same region may be a little wetter and cooler during an El Nino.
That said a large change in the level of a big reservoir can trigger some seismic activity. A good example of this is Hoover Dam and lake Mead. Before the dam was built there was no seismic activity in the area. When lake Mead filled up behind the Dam then there was some seismic activity. During an extended drought, the water level in lake Mead dropped a lot resulting in seismic activity again.
