If the one who designed a questionnaire also belongs to the target group being studied, can their responses be included for analysis?

I would argue no. The individual who created the questionnaire usually has advanced knowledge of the subject/project/hypothesis and may be biased in their responses on the questionnaire. I do not think this person should be included in the analysis because of this potential bias in the results.
