Just multiply them all out first and it'll become easy

 

2x - 9 = 5 -12x -8

 

2x - 9 + 12x + 9 = 5 -12x -8 + 12x + 9

 

14x = 6, => x = 6/14 = 3/7

8 - 6x + 24 ≤ 2x -10 - 8x + 4

 

8 - 8 + 6x + 24 - 24 + 6x ≤ 2x -10 - 8x + 4 -8 -24 + 6x
