Advertising with Facebook can be done by creating a campaign and then determining your budget for that campaign. Those are 2 good starting points to move forward with.
Then you can tailor the ad campaign to specific groups, locations and audiences in different locations in a certain location (locally or globally). You can control the time and length of the campaign also, as well as having multiple audiences that can be targeted. Then you will need to run those campaigns and monitor which of those setups/campaigns works the best for the results you are looking for.
