When designing a website, how do I know how users see the colors?

It's a tricky and frustrating question. Every computer and every platform displays colors differently. Primarily because personal screen setups – contrast, tint, color – are always different on every computer in the world. I recommend you use hex colors throughout your site (a consistent standard for color picking, for ex.: hexcolorspicker.com) and err on the side being slightly bolder so that at least the colors you intend will somewhat come out that way. Finally, I'd pick colors you love and then allow yourself to worry less about it. Good luck!
