A responsive mobile web-design changes the websites layout so that it will be able to fit on screens of all sizes. An example of a responsive framework is bootstrap, bootstrap allows for developers to use pre-made CSS and JavaScript templates so that developers don't have to.

If A user visits that site on a mobile device he would be shown a different layout, as opposed to a user on a desktop.
On a desktop computer you can also emulate a mobile device by clicking "inspect element" and setting the view to a mobile device.
