Prokofiev is a severely underrated composer! Unfortunately, due to when in history he lived, he suffered intense censorship from the Soviet Union. He was not quite as defiant as Shostakovich in his compositions, so he was more tame. He sadly died on the same day as Stalin and was never able to express his own style. As a result, I can say from studying his music and his life, he wrote in a neo-classical style with some elements of modernism. His classical symphony in particular uses structures and forms from the classical era with modern polytonality, chromaticism and orchestration techniques. There are some piano pieces of his (I'd recommend listening to Sarcasms) using polyharmony and polytonality in a very effective way. So to answer your question, Prokofiev wanted to both adhere to a totalitarian government and also experiment with modern composition.
