That would probably go to Adam Smith who wrote the "Wealth of Nations " in 1776. This was expanded by David Ricardo. And then further refined by Marshall and Hicks. A complete and thorough consolidation was Paul Samuelson's doctoral thesis, "Foundations of Econommic Analysis"
