First, we need to rewrite the equation in slope-intercept form.
y=-2x+1
Perpendicular lines have opposite inverse slopes
slope of new line = +1/2
Our new line is starting to look like: y=1/2x+b
So now we end the points for x and y (-1,2) into our equation
2=1/2(-1) + b
b=2 1/2
finally replace b into our new equation
y=1/2x + 2 1/2
