The 3 inside the parenthesis is a horizontal transformation. Because 3>1, it is a compression. This is a horizontal compression by a factor of 3.
It could also be a vertical stretch but not by a factor of 3.
You can re-write the expression f(x)=(3x)2 as (3x)(3x) = 9x2
This would be a vertical transformation. Is is a stretch because 9>1.
