Why do we think of Rs in different languages as just distinct versions of R? The Rs in English, German, and Spanish are completely different, yet we still perceive them as R but in different accents.

In English and high German the pronunciation of the "R" is more or less the same, a soft "R".

In Spanish and for example Swiss German we roll the "Rs".

But it's still a "R" only the pronunciation is differently.
