In German über has more than one meaning.
Über can be over, about, above, across, or by. It depends on the whole sentence.
Ich schreibe über dich. I write about you.
Du musst über die Brücke und dann rechts. You have to go over the bridge than make a right.
Über der Türe hängt ein Bild. Above the door there is a picture.
Über dem Fluss ist das Restaurant. The restaurant is across the river.
