rational models and independent variables

I have another problem with the same math t=1000*6.5/0.6c+331
T is the time in seconds for the sound to travel 6.5 kilometers and C is the air temp in degree Celsius
So the question is if the air temp is 11 degrees Celsius how long does it take for the sound of thunder to reach,
 
I am so confused!!!
