How can I record a cell value in Excel to another sheet each time it is changed by a user?

You can link cells to different sheets, or to different workbooks. Copy the cell you want to link, navigate to the workbook or worksheet where you want to see the value, and select paste. The cells will be linked and when you change the original number, it will be changed in the cells that link to it.
