If this line is parallel to the x axis, it has to be a horizontal line. Horizontal lines are in the form y=k where k is a constant. (If it were a vertical line, it would be in the form x=k)

Using the y term from the point that is given in the problem (3,5) the y term is 5. So the equation must be

y=5
