I know how to find the perpendicular line but not the perpendicular line with the same y intercept

this is in the form y = mx + b where m equals to: 5/3

 

any line perpendicular to this given line will have the slope of -1/m

 

so, in this case slope of perpendicular is: -1/(5/3) = -3/5

 

we know the y-intercept is -7, point (0, -7)

 

so wave:

 

y = -(3/5)x - 7

 

The above is already the perpendicular line to y = (5/3)x - 7.
