A line that is perpendicular to the line y = -9x -1 will have a slope of positive 1/9. If a line goes through the point P(0,0) then the y-intercept will be 0. So now you know the slope of the line, and the y-intercept.
The format for the equation of a line, in slope intercept form is y = mx + b, where m is the slope and b is the y-intercept. Replace m with 1/9 and b = 0.
I don't want to make an assumptions about what is meant by the second equation but it looks like there are too many equal signs.
