x - c is a factor of a polynomial function f(x) only when f(c) = 0.
So, if f(x) = -3x3 + 6x2 + 6x + 9, then f(-3) = 81 + 54 - 18 + 9 ≠ 0.
Therefore, x + 3 = x - (-3) is NOT a factor of f(x).
