To graph this function you need to get rid of the absolute value first. This is done easily since |x+4|=x+4 if x>=-4 and |x+4|=-(x+4) if x<-4. Therefore, for x>=-4 we have the straight line y=x+2 and for x<-4 we have the straight line y=-x-6.
