Do you mean that y < (3/2)x - 4? I know it's kind of annoying transferring questions over the computer because it can lead to ambiguity so if you really meant that y < 3/(2x-4) or maybe y < (3/2x) - 4 then let me know because the answer will be different.
STEP 1: Change the inequality to an equal sign
y = 1.5x - 4
STEP 2: Remember the equation for a line
y = mx + b (m = slope & b = y intercept)
Our equation is already in this form so we don't have to rearange which is nice.
STEP 3: Graph the line
With y intercept (crosses the vertical axis) at -4 and slope of 1.5
STEP 4: Graph the inequality
Y is less than will be everything below the line.

(If x was in fact in the denominator you'd go through the same general steps but you'd have a hyperbolic curve (as opposed to a line) which would make the algebra much more complicated).
