The answer that Francisco gave you is correct, except in one thing.  You are not going to produce half a machine.  So, the least number of machines will be 27, not 28 since that is more than 10%.

10% of 25 is 2.5.

 

The machinist would plan on producing at least 25 + 2.5 = 27.5 units.
