1 of 2 of his horses could finish first, so the probability is 2/11.

 

Then the remaining horse has a probility of 1/10 to finish second.

 

Since the total probability is the product of the two probabilities, the probability of both horses finishing 1st & 2nd is (2/11)(1/10) = 2/110 = 1/55.
