You have 34 creatures all together, b/c each one has one head.

You have 88/4 creatures with legs b/c only the lizards and frogs have legs, so you have 22 of those together.

 

therefore, you have 34-22 = 12 snakes.

If you say that snakes have tails, then 27- 12 = 15 other tailed creatures.  Those would be the lizards.

So, 15 lizards, 12 snakes, and 7 frogs.
