Hello Danielle,
I used the "Point-Slope" formula to solve this problem.
This equation is : y-y1 = m(x-x1)
The point we use is ( 0, 3), so x1 = 0 and y1 = 3. Also the slope, m, is given as 4.
Plugging in the numbers for the equation we get: y- (3) = 4( x-0)
We distribute the 4 by multiplying it by both terms in the parenthesis and get: y - 3 = 4x - 0
Adding 3 to both sides of the equation, we can isolate the y and get: y = 4x +3 (This is the y-intercept form of the equation).
