Could you make a wind turbine powered by a huge fan that is powered by the wind turbine to create infinite energy as it will have left over power to power electrical things.

Anyway, the answer is NO. It is impossible to create infinite energy. Furthermore, by the laws of thermodynamics, it is not possible to transform all of the input energy into useful work. Some will always be lost as waste heat.
