I don't like the wording of this one so you might want to compare my answer to someone else's
you need to divide the distance (200 miles) by the time Car B was
moving
Car B's trip took 11.5 hours but wasn't driving .5 hours (2 (15) minute stops)
Car B's time = 11 hours
Average speed = 200/11 =18.18 miles per hour
that car was going so slow
