“A”is the correct answer. If you omit the correctly placed extra clauses and phrases, you will have this sentence: The U.S.-based Minor Planet Center announced that it would officially name minor planet number 207715 “Muquin Shuijao” in the international minor planet table. 
     “B” is wrong, because of the awkward use of 2 ”that’s”:  ... announced in its journal that in the international minor planet table that it would officially...
     “C” is wrong because it is a fragment. It simply has a series of dependent clauses. 
     “D” is wrong because of the dangling misplaced phrase “in its journal.”
     “E” is wrong because the U.S.-based Minor Planet Center was not discovered by scientists. That first clause is a misplaced modifier.

None of the answers are good because they are too long.  However, A seems to be the best response because the clauses, although long and convoluted, are in the proper positions to modify their counterparts.
