If the are length of a circle with arc measure of 140 degrees is 18pi find the circumference and area of the circle

I'm not sure where to begin with this question.

This is a poorly worded question.  
 
140° = (140/180)π radians = 7π/9 radians ≠ 18π radians
 
It appears you are saying that the CIRCUMFERENCE is 18π.  Please clarify and edit.
